Non-survival surgery is defined as any surgery in which the animal will not regain consciousness. Such procedures may be performed in a suitably located and equipped laboratory, subject to ARC evaluation and approval.

Non-survival Surgical Procedures
All animals undergoing non-survival surgery must be listed under Pain Category D (pain/distress relieved by use of appropriate anesthetics, analgesics, tranquilizers, or by euthanasia) or Pain Category E (pain/distress cannot be relieved by use of anesthetics, analgesics, or tranquilizers, as the use of these agents would interfere with the experimental design) if the animals will undergo additional procedures that fall under that category.

Reporting Allegations of Mistreatment or Other Noncompliance Issues
Based on federal requirements, the ARC has identified several kinds of reportable incidents that may serve as examples to guide individuals in making their determinations. These incidents include, but are not limited to, the following: a condition that is or may be a threat to the health or safety of animals; the conduct of animal-related activities or protocol modifications without prior ARC review and approval; continuing activities past the protocol expiration date; the conduct of activities by uncertified and/or unlisted personnel; continuing noncompliance.

All animal research at UCLA must be conducted in accordance with the federal regulations as set forth in the Animal Welfare Act (AWA), the 2011 Guide for the Care and Use of Laboratory Animals, PHS Policy for the Humane Care and Use of Laboratory Animals, as well as UCLA’s policies and procedures as set forth by the Animal Research Committee (ARC).
